There's a reason why they did it, they know the modding community is a small % of sales, so they knew about the backlash and went with it knowing it won't do them much trouble.

Companies aren't retarded, they have research teams. It's just that their decisions don't reflect the consumers because they are about money.

Paid mods was always their plan. One of the first DLCs ever released on consoles was horse armor to see how dumb people were on consoles but there were too many oldfags and they were laughed at. Now they're taking another crack at it a decade later.
