There is no "best" Final Fantasy, there are just ones that aren't garbage. A lot of them are good, but the good ones never beat either of eachother in terms of quality, you just love all the good ones.
That being said, a tie between 1, 4, 6, 9, 10, and11. all others are either alright, overrated golden turds, or pure garbage.

Mostly the way you level up stats and how useless some magic is. Honestly, the GBA version is okay. 2 is not good but there are worse FF games I think, but it's a matter of opinion of course.

FF7 or FFX. FF7 is more open, but that works against it occasionally. Has a better cast, easy to break the combat and become overpowered though. The super bosses are all very gimmicky. The best and worst part is Sephiroth. He is so cool and his place in the story is so intriguing, but the problem is you spent the whole game chasing him and no other antagonist even compares. Hojo is a depraved loser and Rufus is a patsy.

FFX has no true open world but its really refined gameplay wise. Half the cast is insufferable, great bosses and villains and the dark aeon superbosses are excellent. International sphere grid is awesome. Lulu is hot, combat is great. Great ending and the story pacing is done very well. Terrible voice acting.
