Greenlight was a failure because without some sort of oversee in your distribution 99% of the games are going to be crap. Greenlight is pretty much Atari in the early 80's. Where everyone can make their own game and put it out for sale. The issue is without some sense of quality control nearly all of the games are going to be so bad they might actually break your system. But Valve understood how awful things got right away and decided to just give up and just put it in an area you honestly have to find yourself. It's find to complain about Greenlight existing but to many people they have no idea what Greenlight is nor care.

Could ask that about Android and the lack of quality control over there. The issue is too many games to review. And another what would be the benchmark? Greenlight opened the floodgate of poor quality games and the only solution was either just put it in the far back where no one can see it or just remove it. And Steam seem to feel there is some good that can come from lacking their hold which is why they are changing it slightly. But who knows if that actually would work.
