It wastes time because that result was locked in 15 minutes ago and we both could have moved on and started a new game instead of playing one out that's already been decided. The game is designed to incentivize the purchase of loot boxes. It doesn't matter that they don't affect gameplay, that's not the incentive.

They hook that tiny percentage of morons and people with gambling problems who will throw hundreds, if not thousands, at the game to collect all the cosmetic items. That's what the game is designed to do first and foremost, that was the intent behind its creation.

So, yes, you can play the game without spending any more money, but that's not the point. I can play any of the thousands of mobile games out there for free too. But they are designed in such a way, to trigger certain responses from certain customers. They are not designed as games first that happen to have micro-purchases tacked on, they are designed with those micro-purchases as a core element, they are the primary source of revenue, not the flat purchase fee for buying the game.

The way in which publishers are making their money is changing, spending years creating a single-player game with lots content is no longer the best way to make money on consoles. Sure, some of those games still make a lot of money, like GTA or Witcher 3, but Overwatch made $1 billion so far and cost a fraction of what they cost to make and was likely made is far less time as well, and those massively profitable single-player games are fewer and further in between. This is a growing tredn and you can see it playing out right now. Much more of a focus on online play, games like Titanfall, Destiny, OW, etc., single-player games often have online components that impede offline play, like Hitman or Deus Ex, we're seeing sequels and reboots, like the newly-announced BG&E 2 or GTA5, come with largely unasked for online play. and this is such because the revenue publishers want comes from online play now.

Revenue streams are changing, games like W3 or GTA5 are no longer the norm, investing tons of time and money in single-player or offline games is no longer the most profitable route to go. But that's no longer the case, DLC supplemented that single-player or multiplayer experience, but even that's not enough anymore. Micro-purchases simply make the most money, so games will more often be designed to implement them first and foremost, creating a good game is no longer the best way to make money.
