The combat was nothing to boast about in previous games.
Did you really expect a character action game like Bayonetta? This play style suits spiderman far better than a character action game would.
Using the environment in fights construction material or beams overheard, webbing enemies taking them on one at a time, hiding and stealthy fully taking down enemies, jumping over and around enemies.
It mimics how spiderman fights, even spider sense of him almost being hit makes sense even if it similar to Mordor and Batman.
What I get is being upset of the cinematic cut-scenes and moon swinging, the combat itself isn't bad. Even the cinematic cut-scenes can be done in good taste and improve gameplay eg; giving a wider view of the area, show an enemy holding a weapon that would other surprise you if faced up close, show objectives better than a single pop up and no camera pan etc.
