To be fair, XY, ORAS and SunMoon were ambitious as fuck, to the point where the game couldn't handle a lot of stuff.

XY brought the series into 3D but didn't really have a solid idea on how to replace sprites. The Pokemon models are way too complex for the 3DS to handle, Gamefreak admitted the models are meant for long-term use on more powerful future hardware. The Battle Royale in SunMoon was a fantastic idea but it ran at 5 fps. SunMoon's world was painfully small.

The problem is that the industry got so big, if they don't get mad returns, they can't subsist.
Making a mid budget game, planned to sell 500k units is pocket change to them, so they don't want to back them, and devs sadly need the funding before doing so.
That's also why there are so many kikestarters, because otherwise, it's almost impossible to get funds.

Look at Warner Bros. In the movie industry, thats even worse with its AAA-indie divide, they make a lot of mid budget movies every year.
It is a good strategy in this market. A publisher funding and releasing 6-10 mid budget games per year from their small-medium studios network will inevitably create a future AAA franchise every now and then. Its like R&D that pays for itself.
