they already met in the comic and he knows Reaper is Gabriel.

They were both fighting about shit when the bomb exploded so he couldn't have planted the bomb, Gabriel is just bitter since he didn't get picked for promotion. (Besides, Blizzard is a sucker for redemption stories, his redemption arc will come)
