Actually that depends on the situation, I recall one playthrough of Persia back in HOI3 where waiting to mid-late to get into WW2 proper allowed me to take Turkey, Afghanistan, some of the Balkan countries and even Vichy France.
I then joined the war on the Axis to take Africa and the Middle-East from the UK, Belgium, and France.
