When they get programmed in they seem to have an internal multiplier. If you look at the ability box all 2nd form vermin have lv.3 abilities, and all 3rd form vermin have lv.5 abilities. Abilities probably get 66% stronger at the last evolution.

There's an obvious difference in damage taken and received and number of attacks so stats can't be meaningless. I've seen 0 speed vermin dodge though so my best guess is accuracy is normally calculated on the attacker's side.
