They've already missed a boatload of opportunities. After BL2 they should have gone with a Borderlands MMO, it was the right time and would have done really well.

It could be if enemy density dynamically scales to the players in the area. Imagine a big clusterfuck of monsters flooding out of a cave and killing your bandwidth to the point that not even dozens of players camping it can kill them fast enough, causing them to scatter.
