B) the game was already in development and was just put out alongside the movie, sometimes adjusted to have a similar plot

Licenced games back in the PSX/PS2 era were typically 6/10 at worst.
There was an attempt at not ruining their brand by producing shit, so they usually played it extremely safe and produced something that takes 0 risks. That usually ends up leaving a mediocre game.
Snoopy was quite literally 2 hours long, not many collectibles, and the platforming gimmick was "YOU CAN HOVER". It's probably a 6/10 if they sold it for $20 or $30. But for fucking $60? 2/10.
