It's not like games provide SDKs anymore anyway, hardly any give tools for modders to use. Today we are lucky if we can unpack the achives and change some simple stuff in the xml and cfg files. GTA series also had issues with modmaking, but it had/has a very, VERY dedicated community, so some of the issues, like the lack of tools were resolved by people instead of the devs. Most games dream of having such a dedicated fanbase, so most games will remain unmoddable.
