Lots of people did, but it was at a point where dial-up was still the norm and broadband wasn't widely available at the time it was released. It played amazing with the HDD, but thanks to Sony politics, you had to pay $100+ to get FFXI in order to get a HDD outside of Japan, while they were like a $20 purchase in Japan.

Resident Evil was a big deal at this point in time, so it isn't like Outbreak or >>380500109
were things nobody played. Even the Virgin Mobile >>380503193 had an audience thanks to RE2 being ported completely to the N64. Hell, I remember reading the RE Archive book while waiting for matches to start in Outbreak, and all that book was was just the various files and some added lore from all the games out by that point.
