It's difficult to say how much mods actually made the respective companies money. Paid mods, or whatever retarded thing Bethesda is doing, same thing Take Two will inevitably experiment with as well, is to take control of the modders for the sake of profiting from their passion.
I'd like to say it won't work, that modders just won't bother or go through other means to distribute mods, but this will open the floodgates to horribly made, 1 dollar worth, mass amount of mods, with every retard with a computer and a tutorial to try and profit.

Well, apart the fact that we never owned it, we're still able to play those PS1/2/3 Xbox/360 NES/SNES/N64/GC/Wii licenses and all the older console's licenses today. Why? Because we own and paid for the physical media to be able to play those licenses, and this, whenever we feel like as long as we own the discs and the hardware to run those properly. That you want it or not it's a right we always had since the very beginning of gaming. You say we don't have the right? They might get my ass in as well because man, when they'll see all those post-dated licenses I have home, they'll fucking shoot me at sight because I'd be one of the dangerous ones.
