Yes. There's probably 4-8 or so. I've played on three for incursion (the moba mode). DESU, it needs them too. The maps add more depth because there isn't very much in the heroes, level builds, and items.

There'd hopefully at least be enough people for them to not consider removing the ability to pick the game mode you want to play, and thus enough people for matchmaking to not take ten minutes, which is about where it was when I stopped a month in.

The game probably didn't even cost all that much for a AAA title. Marketing was easily double the budget of the development. Titan before it got cancelled had a budget around $50 million, and MMOs tend to be much more expensive to make than most other genres. Then if you fact in that the team was cut in half, and that it took 3 years to make, you'r probably looking at something between $20 million to $35 million

I think it's interesting that gearbox didn't make any appearance at E3 at all. My thought is the failure of Battleborn set them back far more then what Randy wants to admit. It's going around as high as 650, low as 250 right now, and seems to be trending slightly negatively if not neutral. Down by about 600 on the high end from the F2P launch.

A lot of the players were returning vets, but the game has somehow become even worse since launch, so you have this surge of hopeful players who have nothing good to say about the current state of the game, outside of "I hope this game gets enough players so Gearbox can justify making it better."

Seeing as they had an okay product and actively made it worse since we left, though, that isn't going to happen.
