Is this next? I didn't think Yooka-Laylee was a total disaster, but I didn't feel like playing it past level two. Many seem to have an even worse opinion than that.

Just 3 years ago Inafune was dreaming of making the new Capcom, making new Mega man copy series as big as the previous games, and making a multi-media empire.
THe kids were gonna play with Beck toys, with their Beck lunch boxes, and go home to watch the MN9 cartoon. Then on the weekend, they'd go to the gritty realistic Hollywood Mighty Number 9 film made by Michael Bay.

The problem was Inafune was putting the cart before the horse. There is no franchise without a good game to build it around. You can't be thinking about sequels, figures and TV deals without that first step. Inafune got way ahead of himself. The game tanking didn't help, either.
Koji Igarashi is taking a notably different tack with Bloodstained. IGA makes no qualms about it: he wants to make Bloodstained into a full-fledged franchise, and he's positioning the game to be his new magnum opus after Symphony of the Night. He knows he can't do anything without making a bomb-ass game first, so he's keeping his head down and focusing strictly on the game project to make it the best he can.

Bloodstained has a LOT of the same issues MN9 has. Inti-Creates, Unreal Engine, and a lot of ports. That's been mitigated a bit by hiring additional teams (Dico and Monobit). Unreal was probably a very poor choice for an engine since no one in Japan seems to know how it works.
It's possible that Inafune just ran out of money to fix the game, and Iga has more. Iga also seems more "hands on" as a producer, while Inafune (who is only credited as the "Comceptor" on MN9, he didn't direct or produce it) is very hands off as a CEO. Iga is writer, producer. His partner is Shuhatro Iida, "Curry the Kid" a programmer turned director.

They do indeed note that Unreal Engine is only NOW beginning to take off in Japan. I know that one of the additional tech teams they hired was specifically because of their experience with UE.
And yes, IGA is being more hands-on with this project. He also has a reputation for being very efficient with his budgets. The dude knows how to bang out games on a shoestring budget.

That's his rep, since he mostly worked on overseeing low budget games for the PS2, handhelds, and budget titles like Onimesia excellence.
But this title is different. It's new territory, and probably the biggest budget he's ever had. He has to build his new studio, and then hire a bunch of teams. They've had to work with Unreal, and it's led to a fairly inefficient development process.
