From what I remember with a shit AMD CPU thats really old + a Radeon5670: You reach 300-400FPS in a lot of areas. The problems is that the game is so uneven in performance you suddenly reach Dominus and get 10-15 jittery FPS.
The same is true of the Act 4 boss, which arrived in the 2016 expansion.

That PoE has 4k60hz isn't really true. Most likely its running in single digits once the harder areas hit, unless they somehow unfucked their engine.
