Hmmm my opinion on this game is mostly positive.

That city-builder forces you to use strategy in order to simulate an effective victorian steampunk city.

It's an Impressions city building game but steampunk. That's all there is to it. If you liked Pharaoh, Zeus or Emperor, you might like this. If you disliked the walkers of those games you won't like Lethis.
