Because they pretend to use regular music and movie music instead of proper videogame music.
Before 5th gen hard-were limitations forced every developer to make videogame music. Still Japanese developers aced it with few exceptions (DKC's David Wise) from westerns.

Serious answer: Because western games tend to have voiced dialogue more often so the music needs to be ambience rather than a strong melody that overpowers dialogue.
Japanese / indie games often have melodic soundtracks while western titles have "hollywood movie" soundtracks.

To clarify I mean dialogue over gameplay. Japanese RPGs for example generally have atmospheric music for cutscenes but good music for roaming around and battles. Western titles often combine dialogue, gameplay and scripted events into "cinematic gameplay" so they don't have this divide.

I think DKC2 has the best soundtrack of AAA western games. Conker's Bad Fur Day is pretty great too while I'm praising Rare. There's a lot of great stuff to find in indies as the above posters have pointed out.
