a good game is about balance. Voice acting, story, gameplay, graphips, sound. All this go together. Now, this doesn't mean you have to use ultrarealistic, ultra "no fun allowed" voice acting; all depends on the game. Funny, cartoony game could use a "bad" voice acting on purpose for comic relief.

tl;dr: It's important but it's one part of the cake.

you can make a great game without voice acting (silent protagonist and logs for story development) and still be good as hell. it's not that voice acting can save a shit game, but if you include voice acting, you have one more thing to worry about.

It's not essential, but it's a nice bonus. The problem with voiced characters vs. text is that it limits options. It's more expensive to have a VA voice 3 lines than it is to have a member of the writing team write 12 lines. The most classic example I can think of is Morrowind vs. Oblivion/Skyrim.

Of course, why anyone would pretend that voice acting is a viable career by itself (unless you're a big4u saiyou in Japan) is baffling.
