Typically people like the variety brought by the wide arrange of abilities most entries have. Super Star mixing the formula up every Level in the guise of each being a different game takes that philosophy and slams it on the whole game, though all in all it's all shallow. Which some people like there too, people want their easy baby games and when you have enough different shit to play around with it makes it enjoyable for them.

By the guidelines you gave though not even Super Star is good.

It's pretty good with the level design in particular being some of the best in the series but the fatigue from being the same formula the third time in a row and there being less "new" stuff or core improvements than there were in TD compared to RtDL is dissapointing for many.
