The potion maker. The traveler was already committed to risking his life for danger and adventure, and was willing to risk the potions being too strong. Elsewise, the potion maker could've just sold him some slightly weaker potions, and even if there was absolutely nothing he could sell him in good conscience, he didn't have to be such a dick about it.
