PS4 games are region free, meaning you can just get it off the PSN store with a Japanese account. It's perfectly playable with buttons, but if you want the full arcade-like experience you would have to import the Hori drum controller.

Yes, it's simple, the only issue is that you will have to format your memory stick, meaning that you will either have to back up your western games and saves and reformat everytime you want to switch regions, or get another stick.
