No it hasn't been in development longer than that, it started pre-production in mid 2014 and went into full production in late 2015.

Square Enix has a huge conference the next 3 days regarding XII, XIV, XV, KH3, Dissidia, Nier, and other projects.

I have a feeling FFVII is not nearly as done as many of their other projects but I'm sure we'll get a small trailer in the next few days.

It seems like this year is the year of KH3, and FF7R is definitely set to release after it.

There is no reason to overlap them, let KH3 have the spotlight this year, hopefully release it in 2018 and then give FF7R the torch.

It's better than show us a 2 minute trailer now and then nothing for 2 years, the final product will look nothing like it anyway. See FFXV in 2013 and how it changed after that.
