It's not really because of the race, it's because devs are afraid they'll get sjws on their ass if they do anything that isn't totally bland or if they make them even a bit "stereotypical". Rockstar doesn't give a fuck about being politically correct and that's why GTA San Andreas and GTA games in general has such a great cast of characters.
