As far as public relations go, yes, Wind Waker was a PR disaster. It only sold a fraction of what OoT sold and the next Zelda after that - Minish Cap - was one of the worst selling Zelda games. It didn't matter that both games were great. Nintendo immediately went into damage control and announced Twilight Princess.

They were quite happy to have a toonish kiddy looking Link on their handhelds but I don't think they'll take that risk again on home console.
