Because they can't bring the same game from console/pc to switch. It's a radically different machine with a different purpose(mobile-home-hybrid). It was like that in Wii / earlier eras, but it changed with Nintendo's police changes during the late Wii / early Wii U era.
In fact, Nintendo is generally more supportive of indies, since if you're an independent developer and can prove you're making a game for their platform they're willing to give you a free dev kit + a free unity license.
The one problem they had with the 3DS era, but I'm not sure if it's still around, is that Nintendo requires I think something like a 5000 unit minimum if you want to have a physical version for your game, whereas the Vita had no minimum so publishers would just make the amount they got in pre-orders in order to sell the overpriced special edition goods for a quick buck.

So I overestimated slightly, instead of being just over a quarter of PS4's lifetime in Japan it's just under (about 4 mil). Point is still there, Switch is dominating Japan and will pass up the PS4's lifetime by the end up 2018 there.
