I think what Bethesda were trying to go for with the Creation Network was just community-sourced DLC creation, but the only thing separating it from paid mods is the QA/polish they claim to put on it.

It's an alright idea - I mean, in theory - but we already have mods. It's too small of a distinction between the two to really make sense.
