They are, pretty much anything can be considered art. But games that aim for artistic are merit invariably shit, developers shoud concentate on good gameplay rather than trying to be deep.

Adding a detail to the post, those that "argue" everything is art are the same kind of people that say videogames are not art. They are still scared about thinking and not being able to validate their tastes.
That's why they speak in extremes: either games are not art or everything is art, they don't have the will and courage to actually find a middle ground, because that's too much work for their neurons and it wouldn't allow their opinion to be heard.
