He planned it to be programmers art, but then it became a stylistic choice instead. I'm sure they can make good looking and high texture quality pack, but why? It would ruin the classic Minecraft look. As we can see from yesterdays presentation and shaders that were available for PC since forever Minecraft engine can and does support good looking visuals, the just didn't bother adding fluff for no reason. I think the last time they did a major visual overhaul was when they added light dissipation from torches.
