Depends on what new monsters get added I guess. If there are at least a couple new viable specters ill be pretty happy.

They are slower than many builds, but they make up for that with increased survivability due to not having to directly engage enemies and having meat shields. Don't worry about speed though unless you're one of the 12 autists that play a new league for 23 hours a day for your epeen. It's really not worth it, just grind gear like everybody else. If you're asking if a build is too slow, you'll never make it to the top of the ladder anyways.

Two words: Kitava's Herald. They're the new specter hotness on the PoE beta servers. They have special leapslams that add 100% of their phys damage as extra fire damage, and their leapslams benefit from multistrike support.
