That's not how it works. It's official work, like small versions of dlc or expansion packs, made by the developer studio and sometimes outside sources to fit into the game officially.

It's "paid mods" in the same way a DLC or "Costume pack" in any other game is a "paid mod".
In the end you're just doing the same shit, you own the original content that you bought for 64 bucks and you're paying additional for in-game cosmetics/gear/new quests/whatever

They rely on consoles, they don't know any better and don't have other options. Greedy modders will abandon their mods to shit out pink dildo skins for swords to make a quick buck, in process becoming dependent on their platform. It's a fucking disaster. Their mistake was to push paid mods on PC. Now they will push them on consoles, and it will be a lot more successful, they don't have other options. They will have their paid mods, bethesda will split modders between nexus and their platforms, get slaves working for a laughable "salary".
By splitting communities, they hope to reduce nexus enough that it stops being go-to platform for mods and crumbles without community support. They don't care about big mods, gameplay mechanics, or bug fixes. It's a lot easier to monetize a horse power armor. It's a lot more devious than their first attempt at paid mods.
