Here you go. He says in the description there may be a flaw from the method alone, but I also found some anectodal evidence from other people that they feel some delay on the wii u and the tester himself says the error is unlikely.

On pc people play a version of dolphin that can achieve even better latency than console by upping the framerate by double. Even with regular dolphin there is little difference in latency from console if the monitor is right

Its more of a hardware thing at this point. A game like Crimson Skies works just fine on a Pentium 4 and 8800 GS, but it needs a shitload of patching and tweaking for it to run correctly on a 1600 and RX580

I don't really have many ideas myself but I wouldn't doubt fizzi because of the status of his research in the melee scene. My best guess is that the wii is fully integrated hardware wise but there's some extra processing done in software that ups latency.
