Older games need to get patches specifically for 4k resolution. Some will be free, but most will probably not be free. Older games that weren't on XBOX ONE will probably never get a 4k patch.

I really don't expect to see much come out of this, at least not for a long time. We're how many years now into the BC program and STILL don't have some of the best 360 titles? Capcom's BC presence is almost non-existant because they know they can sell their shit as remasters for more money, anything Itagaki was part of will never be BC because Tecmo Koei doesn't want to acknowledge him, Konami doesn't give a shit about BC apparently and the list goes on.
