Because the mentality of your average teen is "Nobody can play better than me without using hacks" perfect example would be CS:GO

Because games are poorly made, simple as that.

Its either the game/anti-cheat is up kept so poorly that cheating is virtually unpunished and needed for "high level play" (See TF2 and the names of "Pros" that got banned in the LMAOBOX wave and CSGO where Flusha is still allowed to play competitively and every player on MM is either using ESP from the start and toggles on when they suspect someone else is cheating, or they have the program on standby) or the game allows for garbage that would be considered "blatant" but is actually the fault of the game (See: Any game with Low Tick)
