1. the team had 2-3 years to take the ideas from a gigantic unfinished mess, which kept snowballing in scope until it was getting pitched as a trilogy, and turn them into a single as-coherent-as-possible game, while also moving to new generation consoles on a new engine
2. shifting from an open, systems-driven environment to a linear action/cutscene gauntlet was planned early on, as the team knew they wouldn't have time to construct enough open-world content to contain the whole story, and figured it was the best compromise they could make. (shipping a complete story, with a conclusive ending, was stated as a clear goal for xv)
3. this all comes from interviews. more speculatively, the open-world emergent systems and the standard coming-of-age story are basically two completely different games with two completely different sets of demands in pacing, structure, character development, etc.; whenever one has to compromise for the other, things get weird (see: noctis taking goofy selfies the day after his home and beloved father dies)
the shift in directors facilitated many of these changes. how many of them you believe were effected in good faith, and how many of them you believe were the "right" choice, is up to you

square enix is pushing how many things they can inject a Games As A Service model into, but the development team also probably wants to get closer and closer to the "complete" game they wanted but didn't have the time to make

Wrong, the team care a lot about the game otherwise they wouldn't even be doing all the updates and stuff, the game already broke even and made profit so they have no financial reason to do it, it's purely just because they want to put things in that they may not have had time to do or things they wanted to do but didn't deem necessary for the main game.
