Did you not fucking read what I just said? You don't play as Saitama. Garou is perfect for Platinum's style, and the rest of the Hero Association is perfect for a Cyber Connect game.
Saitama would just act as an occasional boss / mentor / person in charge of the menus.

And there isn't anything special about most of Hero Academia's heroes, most of them are just X-men heroes with a different costume. The reason is because, at the end of the day, the conceptual creation of heroes in HA vs OPM was very different. For HA they thought "what would be a cool power / hero concept?" or occasionally for gag heroes, "what would be a really stupid power?". For OPM every hero except Saitama is designed with a "what would be a really stupid, overly cliche and melodramatic, or silly hero concept that, when actually in the midst of a fight, ends up being really fucking cool?", resulting in almost the entire hero association feeling original.

Even in BoHA the strongest heroes mirrors that room in most cases.

As for a game, I think putting the player as a contractor, and then taking a "What If" stance on storyline stuff so you could hire heroes to staff for all these different jobs, each one being good in different areas, and it more being a hero taking care of simulatior, with a lot of it being more about seeing the cast in teams you wouldn't otherwise, and seeing them interact with each other a lot more in turn. Helps flesh out everyone, helps give the world more meaning and grounding, without feeling like it's forced to obey the pre-set storyline already there. Also I feel like it would offer the most interaction on the players end to really see this world in full outside of the U.A. bubble, and understand a bit more on why the Villains see things as they do.
