You can start as one with the Alternate Start - Live Another Life mod.

It's not more than getting to live in one of their caves without them being hostile and getting appropriate starting gear, but it's something.

There is/was one mod which adds a forsworn questline, but I think it had bugs which caused you to be unable to complete some other quests..
