I don't think it was. No game goes straight from prototype to release in 5 years. Even RPGs are done in 3 years and a couple months. They most likely scrapped the game a couple times, put it on hold when Witcher 3 had to change engines etc. as well. CP2077s development has only been put into full gear when Blood & Wine was completed.
