Unlike Atlus who said no on Dojima/Nanako for P4Arena, Toei/Toriyama probably wouldn't say no to any particular DragonBall characters as long as they get the core cast in first and make these ancillary characters fun.

18 would probably have top priority just because she's the most active female fighter.
Bulma and Chi-Chi next up for relevance. Bulma could be using weapons and capsules, and Chi-Chi is just extremely traditional, maybe not even being able to fly.
Start going down to background characters like Videl and Launch (sneezing and double personalities could make for a fun moveset).
Then branch out to the movies (Zangya), Super (Mai and U6 Saiyans), whatever else (Arale).

Since it's called Dragonball Fighter Z, I'd hope they'd do mostly everyone with some relevance in Z first and then go into Super.
