Yes. Dear god you have no idea how much I wish this was the norm. Leveling through exp is the single most cancerous idea in the genre and just one of the reasons why so much of it is substandard. It destroys most incentive to make the game about discovering and using abilities in tactically creative ways and instead encourages devs to base everything about the idea that more time spend = more power and hence more powerful abilities.

The only time it should be used is when the game is freeform and soft gated by your power, allowing you to try to find ways of beating strong shit as early as possible for the sake of it, but even that is sadly far too often saved for the end-game at best.

Zelda games have neither. Instead they have upgrades that you collect. Collecting upgrades is not a valid experience system. Doom doesn't become an RPG just because you can collect more guns in it.
