People like it for many aspects that come together, you have a fun interesting battle system, silly dialogue and story, a variety of NPCs with different designs & species from Toads to even enemies such as Koopas, Bob-ombs, Clefts and other original enemies being talked to, nice overworld that's different from the norm for the Mario series and you have partners that travel with Mario that help your progression & etc.

It doesn't hold much to pm.
Artstyle, partners, characters locations, dialogue, story, most of it paper mario did better.
ML:SS had a few decent characters but PM did things far better.
MLSS requires dodging everymove and tactics don't play much part, pm doesn't have doging and requires tactical thinking.
Not saying MLSS is bad, in fact it's probably my fav gba game.
But PM is thr bettet game

The quality of the designs of the non-Mario designs fluctuate wildly. In PM64 they were fine. But TTYD and SPM a lot of the original designs(not based on existing Mario characters) are hideous and garish.

Paper Mario 64 is my favorite game in general but I say it simply depends what you're into. M&L is a bit more action focused while Paper Mario is more tactical as you're saying, it's why while they're both Mario RPGs you have a split of fans for both series. They're both good & have similar concepts especially at face value but at the end of the day they're very different the deeper you go into them. It's shit like this that makes me so bothered they tell other Paper Mario fans that want a new Paper Mario RPG to play M&L since they both had their different identities I feel.

What's actually wrong with the games being internally consistent with the fact it's a Paper and Crafts World? It's a motive.

It's not like there's really that many dialogue references to it especially in color Splash and it's used visually and mechanically well like Color Splash's first level road being rolled up behind you. Surely that's better than simply having the style to look pretty and nothing else.

This is something I've been saying for a while now. Paper Mario is the closest Mario has ever gotten to having a Sonic tier following. And a big reason for that is the OCs.

I never had to worry about cards in my playthrough, I had thousands of coins (like 7000 or so then?) & practically relied on the Battle Spinner to give me a new card every turn, it's only 10 coins after all. Also I never had colorless spot issues beyond Plum Park as far as I remember so I pretty much got everything my first time around.

I think a huge draw (at least for me) in the Paper Mario series is seeing characters that would otherwise be nameless enemies or background characters get the spotlight. When I was really young I'd always wonder what Koopa Troopas, Goombas, Boos, etc, all did besides work for Bowser. Super Mario RPG laid the seeds for that and the first few Paper Mario games watered it. The Mario games are full of fun and interesting character designs that really lend themselves to being more fleshed out and it's just a shame to see that go to waste.
If Nintendo isn't going to make Paper Mario games like they used to, I'd at least want some sort of new IP equivalent with cute and unique characters and more interactive battles.

I did a few Roshambo Temples early on and the kind of just stopped until I beat the game to complete them. I got a shitload of coins (usually in 300 hundreds) from the Shy Bandit fights (Wait, why didn't they just use a Bandit enemy from Yoshi's Island instead?), mini-game doors, Kamek's curse bullshit, ends of levels, colorless spots & etc. They just give you too much shit in that game I feel, I wish I had struggles like you though, I don't mind piss easy games since they can still be fun but the coins basically broke the already bad combat & paint system for me since Replica Things cards fully painted are easily obtainable from the Battle Spinner. The closest times coins had significant use for me was the final fight since all of my Jump cards were useless against Bowser's black paint.

He probably has a lot good about him, I mean he's been helping Nintendo for years now and has done the original Prime trilogy with Retro and more recently the new DKC games. But with how he's done Sticker Star, Color Splash, Federation Force and Chibi-Robo Zip Lash (which isn't really awful but just meh) I don't trust him, maybe he's just on a bad streak but he's rubbing me the wrong way for now.

You must not remember them, PM64 had a lot of characters to offer, especially when it comes to variety of species. Hell, in a town literally called Toad Town you had Postmaster the Paratroopa, Bub-ulb, Fishmael, Merlon, Chet Rippo, Chan & Lee in the Dojo, Rip Cheato in the sewers, later in the game Goombario's family visits with Goombaria, Goomama & Goompapa, you have Kolorado there for a long period of time and that Fuzzipede in the whale, he sticks around as a NPC for a little bit.

Compare this to SS/CS where they only have Toads with minimal designs and in CS's case some Shy Guys with recolors, in CS alone you only see a few enemy-based NPCs and they lack any form of different design outside of the Emerald Circus where Hammer Bros. have someone unique designs going on.
