P2 is objevtively better, like holy shit.
I just started P2 after forcing myself to finish 1 and the characters and story are a lot more charming amd the gameplay is much better.

Because they was less variety (tracks got reused a lot in the psp version in areas that had their own unique them in the original) and the jpop ruined the games atmosphere.

P2 honestly bored me to the point I couldn't finish it past the first dungeon.
Sure, the story is a lot better and more involved, but even on hard the battles are far too easy, and the new fusion system was just a chore compared to P1

Unless you fuck up, you constantly get new personas from the story - to the point where you don't really need to fuse anything else to get by.
That said, if you did want to fuse a something, you could just negotiate like 60 cards per fight without much trouble. I just negotiated my way out of fights that I didn't want to bother with - and that was enough to keep me stuffed with cards.
