Are you guys new or something? Steam does this infrequently. Previous free games include Left 4 Dead, Limbo, and Oddworld: Abe's Oddysee. You have to buy them now, but for a time if you went to their store page, you could permanently add them to your account's library.

DLC Unlocker my dude. I have access to everything in the game and I didn't pay a single cent for it, got it as a gift a couple years ago. It even gets you the DLC-only cheevos. The only downside is that most pubs have the "autokick cheaters" option on and using the unlocker usually triggers that, but you should be playing it with lads anyway.

It doesn't. The way the "anticheat" works is that clients listen for certain discrepancies and whenever it gets triggered by one, his specific session places a red CHEATER tag on your ass. It goes away when he leaves the lobby or shuts down his game, I'm not sure what exactly purges it but it's very temporary either way. If the host PC's anticheat is triggered and he has the autokick on, you get booted. There's no global blacklist shit, excepting some possible custom anticheat mod faggotry (if that even exists) but you don't want to be playing on those autism servers anyway.

No, an Ultimate Edition is being worked on that will have all DLC bundled in. All DLC are now unavailable until that comes out. They were 85% off until today.

I'm still angry at Overkill, so I will continue not playing it.
