People underestimate encumbrance when it comes to running and jumping in Morrowind. It makes a big enough difference that Strength can be better for your mobility than Speed for a time depending on how your character is built. If you try to keep at least half of your capacity empty, you'll feel a noticeable difference. Plus your fatigue won't drain as fast from running.

Also there's nothing wrong with picking Athletics as a major skill. It's so slow to advance that it won't really make a difference in your leveling rate. That along with The Steed birthsign gives you a good run speed right from the start. Also Morrowind is one of those old games where running diagonally is a bit faster than running straight because they never normalized the movement vectors.

If using the numerous game mechanics to speed yourself up fails to be satisfactory, there are mods out there that increase your speed a lot and balance it by making all the NPCs and creatures faster too.
