The netcode itself is alright. Nothing amazing since it's delay-based but it works from my experience. If you're referring to the playerbase, it's small like all anime fighting games. I've heard that the PS3/PS4 playerbase is bigger than the PC one, at least in Europe, but that's just me taking some anons' words for it since I haven't checked out the PC version myself. Frederick was a scientist who never even held a weapon until he was turning into a Gear. He also never learned how to fight properly (although he is improving, just look at Order Sol to Sol). Although you're right, he was still holding back. The reveal is that Ky holds back too, because they both have personal reasons as to why they don't go all out.
Ky's best techniques are for killing and nothing else. The interesting part of this reveal is that it sheds light onto why he was notoriously inflexible and believed in black and white morality. Considering he was a 15 year old soldier and death and battle were all he knew at that point, it would make sense that he'd want to believe something about life could be simple because nothing else was. Good guys are good. Bad guys are bad. Don't think about the horror, just fight and survive.
As for Sol, he can use 100% of his power at any time, but it's a one way transformation. Sol's existence is an act of effort, his own blood tells him to destroy until nothing's left. Hence the headband he wears over his Gear Brand. Dragon Install runs out not because he isn't strong enough to keep going, but because he's actually holding himself between transformations and eventually reaches the point where he has to either transform or cancel the transformation.

I genuinely believe she has a better chance of returning than many other old characters. Mostly because it seems like Arcsys has tried to balance the gender ratio more in Xrd compared to +R, which was a bit of a sausage fest. If you don't count Justice Aba is the only female left among the characters that have yet to return so I think they'll bring her back soon enough. Sin's uncovered eye is actually Ky's. In addition to having his Gear Brand on his iris, Sin's eyes caused him to have bizarre otherworldly visions that scared him shitless as a child. Ky got Faust (who also helped deliver Sin) to do a transplant. Sin's eyepatch is like Sol's headband, and Ky's strong enough to handle the visions.
Merging Gear Cells into already living tissue requires a very specific process and cannot happen with an exchange of bodily fluids, like blood or semen. Gear Cells are a "Frankenstein" cell made by using magic to metaphysically mix and match the DNA and abilities of many different life forms. The conversion process requires some kind of biological or emotional (chemical) familiarity between the cells and the conversion subject, which is why Chronus couldn't merge with Justice at the end of Sign, or why the Valentines look like Aria.

Right now Aria's consciousness is slowly awakening inside Jack-O, presumably with Sol watching over her. But yeah, Aria was fully aware of everything she did as Justice, and knows that Asuka allowed the backyard to override her consciousness because otherwise what happened to Japan would have happened to the entire Universe. She rejected the resurrection because she was too afraid to face the world she'd be resurrecting to, and has really mixed emotions towards the two men that brought her back.
Remember that part in GG2 during the last fight, where Sol heard Aria's consciousness echoing at him? There were tons of memories and emotions being played over and over again, ranging from "I love you", "I'm so happy" to "I'm pissed", and "I-I hate you". Sol's got some patching up to do, that's for sure.
