'starfield' is just a codename. it's their attempt to make a family-friendly/general-audiences TES-formula (massive open world, unique named NPCs, loot and inventory management) game (E/E10+ ESRB). it's a whole new IP. magical realism world, advanced photorealistic graphical style (just like FO4), frightening-looking monsters who are actually just misunderstood and waiting for you to make friends with, and later call upon their powers to solve dynamically generated puzzle dungeons. at one point was opened to bidding for a console exclusivity deal but neither wanted to give them enough, still might be delayed coming to PC.
