He grafts Liquid Snake's arm onto his stump and submits himself to hypno therapy to convince himself that Liquid's arm is controlling him, so he becomes Liquid Ocelot. He grows so powerful that he eventually takes control of the patriots, which basically means he rules the world and controls every soldier aside from Snake and a few others.

He is the final boss of the series.

Also, he is the son of the greatest soldier to ever live and was raiaed by the patriots. And he's actually a good guy because he wanted the same thing as Snake, but took a different route to get to it.

This. Ocelot's plan the entire time was to be so unassuming in the eyes of the Patriots compared to the big time exploits of others like Snake, Raiden, Solidus, etc. that they would not notice him trying to destroy them from the inside, and it worked.

He didn't. When MGS2 came out was when Kojima developed all of the ideas behind The Patriots and such, and is also where he brought Ocelot back as a recurring villain. I think from that point on, he knew Ocelot would be the ultimate bad guy.

Because he's fun. Solid is the straight man, characters like Ocelot are supposed to make you laugh because they're so fucked in the head. The real pay off is getting to the end of the games and realizing the guy who meows is probably the single most powerful man in the series.
