They are using argonians to gather memories so that they can simulate a dream within themselves without losing individuality.
Argonians have their souls recycled by the hist and gain the memories from their past life with hist sap, which is why non argonians consider it a psychedelic hallucinogen.
The memories form a chain that is broken when an argonian dies before receiving sap, which is why slavery was so opposed by them.
