It's just a sound mixer for the splatoon 2 headphones. It just mixes in game audio into the same channel your using the phone app with.
Litterally you can just use the phone app and call it a day, but since sound is kindda required to game play in splatoon and you need to be able to both hear your team as well as not spam the chat with your in game audio, this was probably the best idea they had
